The chairman, House of Representatives Committee on Agriculture, Hon. Mohammed Tahir Mongono, has decried the Poor Implementation of Budget by ministries and parastatals in the country saying this development is not to the best interest of Nigerians.

Hon. Mongono stated this while leading other members of the Committee on an oversight function to the National Veterinary Research Institute (NVRI), Vom in Plateau State at the weekend. According to him, their visit is sequel to a resolution passed by the House of Representatives as a result of the Poor Implementation of budgets over the years. He noted that Budget implementations over the years hovers between 30 or 40 percent Implementation level which he said was not in the best interest of the masses of the country.


He pointed out that as legislators their duty is to make laws while it is the duty of the executive to implement the law, adding that where the executive did not implement the Budget to the letter then there is a problem.
According to him, in view of the various claims as to the level of Implementation of the Budget by the executive arm of government they decided to come out physically to verify the level of Implementation of the capital appropriation Budget for 2012 with the view to report back to the House their findings.


He revealed that of all the agencies that they have visited the level of Budget implementations stood at about 30 percent which according to him, is not encouraging at all. In his words: “ The National Assembly cannot fold its arms and watch the flagrant violation of Budget implementation, that is why the National Assembly has suspended its plenary session for a week to enable the various Committee go for verification exercise”.


The federal lawmaker further said the House of Representatives would take a definite action to make sure that budgets are being implemented in the country for the overall interest of the masses. Hon. Mongono said NVRI had been performing very well in discharging its core mandate adding that with state of the art facilities they have seen on ground the institute need to be encouraged to do more.


Earlier in his opening remarks, the executive director of the institute, Dr. Mohammed Sani Ahmed enumerate inadequate technical and specialised staff as some of the institute’s major constraints adding that other constraints are Poor funding and lack of adequate power supply to the institute as they spend close to N7 million monthly on diesel.
