BASIC FUNCTION

The Pharmaceutical commodities logistics manager fills a critical role at USAID/Nigeria by ensuring that life saving drugs and supplies are constantly available to target populations in Nigeria. The Pharmaceutical commodities logistics manager along with other advisors on the US government team is held accountable for USG resources directed towards strengthening logistics systems and pharmaceutical procurement



USAID/Nigeria manages a foreign assistance program valued at more than $350 million focused on health, peace and democratic governance and economic growth and the environment. The strategic direction and planning for all health assistance programs implemented by USAID/Nigeria falls under the auspices of the Nigeria Global health Initiative strategy (GHI). The GHI is to improve the efficacy and impact of all USG international health programs through closer inters USG agency, bilateral and multi lateral coordination.

The pharmaceutical commodities logistics manager position is situated within the health system strengthening unit of the HIV/AIDS and tuberculosis team at USAID/Nigeria. The manager works in close collaboration with the commodity logistic advisor to formulate the core logistics team for USAID/Nigeria health interventions and oversees the strengthening and streamlining of an integrated procurement and distribution system. This system incorporates essential drugs for opportunistic infections and sexually transmitted infections and HIV/AIDS/TB commodities including anti retroviral drugs, HIV test kits and laboratory reagents. The manager also works with the health, population and nutrition team to support overall strengthening of logistics management for key health commodities and systems, including forecasting, procurement, storage and distribution of key health commodities. The HPN team is also responsible for managing US president’s malaria initiative, family planning and reproductive health programs and maternal and child health activities. The manager serves as a bridge between the HIV/AIDS and TB and HPN teams to align strategic and technical approaches to strengthening logistics system for priority health programs and in providing support to the GON.

The manager also provides technical support to other offices within USAID/Nigeria, other USG agencies, the US embassy, the GON, other donors and USG funded implementing partners. The manager will be source of expertise and guidance on supply chain management challenges and opportunities. As PEPFAR and other USG supported health assistance activities evolve there is increasing emphasis on health systems strengthening, sustainability of services and increased Nigeria ownership.



RESPONSIBILITIES

PROGRAM/PROJECT MANAGEMENT; 70%

- Ensuring the safe and reliable supply of life saving medicines to patients in Nigeria through a portfolio of supply chain activities by:

- Overseeing USAID/Nigeria contracts, cooperative agreements and grants as an agreement officer’s representative, contracting officer’s representative or activity manager

- Provide technical advice on drugs logistics to team members within the HIV/AIDs an TB and HPN teams to other USG agencies and to the GON and implementing partners

- Working with USAID/Nigeria supported implementing partners to ensure high quality services in accordance with national and international standards, innovations, best practices and procedures are being provided

- Monitoring and evaluating capacity building programs/projects and services through site visits, reporting and trends analysis

- Working in close collaboration with Federal ministry of health and other GON agencies policy-development institutions and others to ensure progress on policy and organizational reforms

- Facilitating the development of project work plans, performance monitoring plans, operational plans and portfolio reviews

- Participating in the review of annual, semiannual and quarterly reports and requests or participates in other reports as needed

TECHNICAL ADVICE AND ADVOCACY: 15%

RESPONSIBILITIES

- Responsible for providing technical advice and advocacy by:

- Overseeing and coordinating forecasting, procurement, importation, storage and distribution of the ARV and OI drugs and other health commodities to health facilities

- Ensure proper distribution and balancing of drug stocks and other health supplies at the facility level through the assistance of implementing partners

- Overseeing the unification of PEPFAR supported supply chain

- Prepare GON counterparts to play an gradually increasing role in managing USG supported activities

- Overseeing improvement to the logistics management information system and pharmaceutical warehouses throughout Nigeria

- Serve as member of technical working groups within PEPFAR, groups organized by the GON and other related forums in planning and improving health systems strengthening

- Assisting the GON on policy revisions or formulation related to the supply of essential medicines

OTHERS: 15%

RESPONSIBILITIES

- Responsible for ensuring the safe and reliable supply of life saving medicines to patients by;

- Ensuring data concerning drugs logistics is assembled, verified and reported conforming to USG requirements

- Ensuring coordination of the procurement of drugs into Nigerian inconformity with the USG regulations and strategy, national guidelines, protocols for the administration of prophylactic pharmaceuticals and compliance with Nigerian regulations

- Facilitating information sharing between the regulatory bodies and ensuring updated ARV and other drug importation permissions are granted to USG implementing partners

- Ensuring that USG implementing partners have a system for monitoring, detecting, collecting and reporting of adverse drug reactions to the NPC domiciled at the NAFAC

- Providing internal reports and documentation conforming to USG requirements regarding drugs procured and used for USG supported health interventions



REQUIREMENTS

- BPHARM

- 5 to 7 years progressively responsible professional level experience in supply chain logistics, pharmaceutical management or rational pharmaceutical use is required

- At least 2 years in developing, planning, implementing or evaluating pharmaceutical supply chain management programs

- Experience working in the public sector and previous experience writing professional reports and presentations with no editorial support is desired but not required

- Level IV English language oral and written communication skills

- Knowledge of the major issues affecting the supply of health commodities through health systems in Nigeria

- Sound understanding of modern pharmaceutical supply management practices along with demonstrated knowledge of existing public health programs in Nigeria required

- Ability to work effectively with mid and senior level public and private sector officials from the GON and implementing partners

- Must demonstrate diplomacy, tact, cultural sensitivity and willingness to participate effectively in team discussions

- Ability to work effectively in a team environment and collaborate effectively with others

- Ability to develop constructive manager to manager relationships with implementing partners

- Excellent organizational skills and ability to multi task and stay organized in a complex, frequently changing environment

- Demonstrate advanced analytical and problem solving skills

- Excellent presentation, writing and computer skills
